Actually at the beginning of the Great Depression (yes Mrs. Pelosi, it was the Great Depression, because it was the worst in our nation's history....is she blond or what?) our Congress passed several protective tariffs setting off trade wars with our biggest trading partners, hurting the world economy and our economy at home.
