Check out this article from the November 2004 issue of National Geographic. It’s freakish how closely they nailed it.

The thing that caught my eye was that there had been a proposal to spend 14 billion dollars over 30 years to try and restore the marshland that would have served as a buffer for water being drawn into Lake Pontchartrain–which we know is what led to New Orlean’s downfall. The Bush administration turned it down and offered to fund 2 billion worth of the best ideas. This morning on the way into work I heard that congress had appropriated 30 billion dollars as a “down payment” to rebuild the city.
